Can you download oldrim mods to special edition

Its a tool which supposedly can convert assets from Oblivion to Skyrim. However, there is no tutorial on how to use it, and I dont know what to put in each field. I have been asking about this program in several different sites except the Nexus. Here you can all find my work I published these past two years but of course new projects.

A good portion of modders removed their mods from Nexus because the of the recent Collections thing that is very soon for everyone not just testers, they were protesting it a long time ago but Nexus didn't back down. So now I gotta go to foreign sites ect. I got no idea wtf these people are talking about on SE though, sounds like a bunch of lies in terms of performance.
